It wasn't bugged for me and it doesn't need to be done in monsoon. Line up a bunch of monsters, jump, shoot. Tips: you don't have to scope in to fire your Supercharge and it's projectile is larger than the secondaries. I've also tested the achievement on my test save and it works properly.
