I did the quest "Carrying The Tourch" before saving and then when I loaded that save, not only was the dialogue options locked for Randvi, but Tove was also nowhere to be seen in the tattoo shop. If you romance Randvi at the tower, you still get the romance dialogue choices of kissing her etc. but still the actual quest "Taken for Granted" gets ...I was lazy and delayed the Randvi's quest until Sigur's and Eivor's arc ended. I had no idea that she and Sigur would break up, but I think doing the quest at a later stage unlocked some minor additional dialogue. I'm also fairly sure that pursuing romance with Randvi before her break up with Eivor counts against you when it comes to the ending ...

A side quest unlocks at some point. When you speak to Randvi, you'll get the option to ask her how she is as well as the usual 'show me the alliance map'.
